Il prof. Massimo Inguscio è il nuovo presidente INRIM

Inguscio(AGENPARL) – Roma, 20 dic – Il Ministro dell’Istruzione, dell’Università e della Ricerca, Maria Chiara Carrozza, ha individuato il nuovo Presidente dell’Inrim, Istituto nazionale di ricerca metrologica. Si tratta del professor Massimo Inguscio, attuale Direttore del Dipartimento di Scienze Fisiche e Tecnologia della Materia del Cnr, Consiglio nazionale delle ricerche.

Inguscio è laureato in Fisica, ha insegnato come docente universitario a Napoli e Firenze e ha diretto due Dipartimenti del Cnr. Quello di Materiali e Dispositivi dal 2009 al 2012 e dal 2013 ad oggi quello di Scienze Fisiche e Tecnologia della Materia. Inguscio ha una lunga esperienza di ricerca sperimentale in fisica atomica, fisica molecolare e ottica, ottica quantistica, interazione luce-materia, laser, simulazione quantistica con gas ultrafreddi quantistici, sviluppo di strumentazione spettroscopica per la fisica e la chimica. E’ autore di oltre 260 pubblicazioni.

Inguscio è stato individuato attraverso una procedura che ha previsto la costituzione di un Comitato di selezione istituito lo scorso maggio e coordinato dal Professor Fabio Beltram, direttore della Scuola Normale Superiore di Pisa. Il Comitato, attraverso un Avviso pubblico, ha avviato la raccolta delle candidature. Sulla base dei curriculum pervenuti, il Comitato ha selezionato una rosa di cinque nomi da presentare al Ministro che ha individuato Inguscio come nuovo Presidente.

    The Quantum Brain Theory: an enlightenment of advancement of brain process. The brain works as a tool of quantum perception. Idea Project proposed by EGOCREANET (ONG- FLORENCE-IT) ——————————————————— PREMISE: The brain constructs images colors, sounds, and other sensations communicating interactively through connections (dendrites and synapses) that have nano-dimensions such as nano-technology that behave the ability to interact through a network communication of quantum information. –> QUANTUM COMMUNICATION .     –.Quantum Creativity project would put in evidence that our perception represent a previsioon of the probable interactions within the envitonment . So that what we see in a mixed reality scenario. This can be in sinergy with the Augmented Reality technology advancements . What is Augmented Reality ? The basic goal of an AR research is to enhance the users perception of and interaction with the real world through supplementing the real world with 3D virtual objects that appear to coexist in the same space as the real world. This mode of artificial mixing reality of AR systems is different from the natural perception of what we see or perceive by senses but is very similar in sharing
    the following common properties :
    1) Blends real and virtual, in a real environment
    2) Develop simulaneity through real-time interactivity
    3) Registered images in 3D within an accurate alignment of real and
    virtual objects.
    In AR Technology research the property n*3 is the more important because without accurate registration in real-time , the illusion that the virtual objects effectively exist in the real environment is severely compromised.
    Besids the AR research is not limited to the visual sense. AR can potentially apply to all senses, including touch, hearing, etc. .   2. “The contemporary Design is not a simple Afterthouhgt”

    The aim of the conference and conceptual change.

    The ideas and assumptions that are the focus of this conference are oriented to define the priorities of the change between the industrial society, now obsolescent, and the future of the knowledge society . In this context of epochal transition between two modes to interpret the development, the future of design, should not be more seen as a simple rethinking of the old discipline of “Industrial design”, but rather it should be interpreted as a new combination of multi-disciplinary and multi-actor’s networking, able to share a dimension of cross-fertility of collaborative competencies. This becomes possible by combining the analytical characteristics of science, with the constructive approach of the design and the creativity of the art. So we agree that the “Scientific New Design” become a result coming from sharing ideas and innovation between different competencies, which today may be considered as a post-industrial trans-didciplinary interactive design. So that the “Scientific New Design” become distinct from the traditional design of pre-industrial and industrial society. The new paradigm (NBIC) is nowadays the reference paradigm of the “Science-New Design” and it is called : “NANO-BIO-INFO-COGNO” from the initials of Nanotechnology, and Bio- technologies, and those of ITC, which are catalyzed by cognitive change. This “NBIC” paradigm can be seen as a consequence of the the need to manipulate materials that no longer have a macro-dimension, this because new materials normally are molecular structures or sub-microscopic devices able to see the nano-scale dimensions .     Transformative Creativity:

    In the framework of the paradigm (NDIC), the “future of design” is primarily characterized by the ability to display social, economic and cultural challenges of change and therefore may be conceived as a “New Design for Social Innovation.” Therefore, the traditional sector of industrial design is changing, moving decisively toward a “new intellectual renaissance”, which becomes based both on scientific and humanistic values. Contemporary designers become catalysts for change as they are oriented towards developing solutions to relaunch the great contemporary social issues. The avant-garde of the “New Scientific Design” are creating a new trans-disciplinary vision that converges on the development of future emerging technologies. Accordingly on this scope, the modern design changes and expands its work, involving networks of multiple skills in the sign of creativity and by the use of the methodology of “Disruptive Innovation “, aiming at the transformation of industrial society in the future knowledge society. The development of shared and interative knowledge, requires, in the first instance, of a new vision for modifying the design processes, which refers to an extension of “quantum / probabilistic” science, in order to replace the old conception (e.g. “macroscopic / deterministic “) of classical mechanics, that are founded on the basis of cause-effect relationships . This change in the conceptual orientation, focused on quantum science, determines the consequent renewal of the “New Science-Design” towards Disruptive -Innovation, in which the term “disruptive” refers to the lack of a consolidated structure for change. The above definitely modify the programming of contemporary design from what it previously had as reference the classical paradigm of science, rather than to refer to the modern developments of quantum science. Therefore becomes important to focus on this paradigm shift, because it can determine the growth of a new conceptual view that can drive collaborative systems of “Open Innovation” in the new creative perspective, aiming to give new priority to the process of planning the modern design in order to implement a transformative innovation for sustainable development.

    “Expanding human cognition and communication”

    The expansion of human knowledge and the capacity of communication has had its more deep roots in the quantum extension of knowledge, which have been transferred from physics to biology to genetics…, producing continuous successes of science and establishing a more systemic understanding of innovation both, in its conceptual development and also in its practical application technology.
    The summit of this extension of the quantum knowledge, currently has the focus in the perspective of improving our knowledge on the functioning of the brain (Quantum Brain Theory -QBT) (2). This interpretation implies a radical change in scientific thought, which determines a large and convergent impact in the sphere of creative culture of science and in contemporary art. In fact, the introduction of modern quantum concepts, now applied to functional activity and communication of the brain, causes the overcoming of the arbitrary distinction between “subject and object of visual and sensory perceptions”. This leads to radically change of the reductionistic culture that it is included in the “mechanic” paradigm of classical science. The mechanical reductionism of science, was accepted as valid and sometimes made quite indisputable by the scientific academies, throughout all the industrial era. Consequently, the conceptual change, now based on the extension of knowledge applied to the quantum brain functioning (QBT), will allow to accelerate the development of long-term cognitive and social innovation, just as a result of an advancement of knowledge no longer limited by old mechanical models.

    The project : to renew the future of perception (3)

    The quantum science and art today proposes to look at what exists with the new eyes of the quantum mind. This new approach allow us to overcome the mechanical model of interpretation that treats the “eye / brain” to a passive receiver of images of the outside world, on the basis of the metaphor of the photo-camera. This obsolete way of thinking about the brain’s perception as a passive reproduction of images, that are directly related to an objective reality as independent of the observer, toadays has no more reason to exist. In fact, through the application of modern quantum science and through the investigations of magnetic resonance imagining, made during the active brain’s working , now it becomes possible to change the reductive conception of brain functioning, of the mechanical model of science (4). QBT is based on the development of the brain as a super-quantum computer and this new approach allow us to investigate and predict by seeing our interactions with the material’s environment. Therefore, in the new way visual interpretation , which is generated by the extension of quantum science to the activities of brain functions, we undersand that what actually see and feel takes the form from some virtual scenarios that show us the probable expectation of our interactions with the environment. Therefore, the QBT , through overcoming the arbitrary separation between subject and object of perception, allow us to “predict the future” of our possible actions in the outside world. In this sense, the new interpretation of the constructive quantum functioning of the brain, permits us to look at new creative opportunity to increase and expand the intellectual limist of the interpretation of reality.
    The main conceptual innovation of QBT is therefore to recognize that it is a great illusion of the senses the semblance of an objective reality independent of the observer. In fact, on the basis of “Uncertaintly Heisenberg Principle” (1927), we know that “quantum phenomena “not” take a defined macroscopic form, as long as they are not actually observed. So, right from the origins of quantum science, has been left open the need to rethink how the act of observation can create those macroscopic values that are the ones that we actually perceive. The radical cognitive change supported by QBT is that the “objective reality” it is an illusion created by a mix of virtual and tangible reality, which allows us to consciously decide between a few choices of probabilities that describes the scenarios of the quantum brain perception . Various experiments confirm that these macroscopic values are really “undetermined.” So our sensory perception represents a net decrease of the state of quantum information acquired from the brain. Prof. Elio Conte, a well-known Italian researcher in the area of the “Quantum Cognition”, put in clear evidence as alternative probability, described by the perceptual scenarios, can be effectively observed in cases where the construction of the third dimension of space determines optical illusions: in fact eg. casts of concave faces are normally perceived in relief when they are illuminated by receiving the light from below; while conversely they can be seen as concave, although it is believed to be illuminated from ‘high (5)
    In this regard, the project “Quantum Creativity” will have the opportunity of open new knowledge towards a better understanding of quantum phenomena of the brain, based on the activities of communication interpreted by means of the’ effect of the Quantum Entanglement in the gaps of the nanometric synapses. (6) Changes of quantum effects in the crevices of nano-scale dimensions of the synapses, they seem to develop the functional evolution of the levels of brain plasticity through a broad ability to change the structure of the interactivity of the neurological transmission of information. In particular, the Effect Quantum Entanglement, may catalyze the release synchronous and simultaneous firing among large network of neuro-transmission. This challenge of research about the nano-suynapses will be the basis of an advanced study of the project on “Quantum Creativity” which will be oriented to interpret the “unique holistic” properties of human brain conscious activity.
    Not now entering into the details of the research on quantum synaptic- communication , that is still being not well defined, we can now assert, however, that in the context of the development of the studies of “Quantum Creativity” , the visual communication becomes a process that, on the one hand concerns the acquisition of tangible aspects of perceived reality, while on the other concerns the methods and cognitive behaviors of the beholder. So that within the transformation of visual communication and perception , introduced by QBT, it creates a new relationship between the cultural -comunication between man and the world. Therefore the concept of “Quantum New Design” becomes particularly related to the biological nature of the environment in such a way by deviating from the traditional divorce between culture and nature that also was caused by mechanical reductionism of science. Therefore, starting from the development of quantum knowledge the project “Quantum Creativity” aims to overcome the great naive illusion of classic objectivity , being able to open up to a progress in Augmented Reality and other future emerging technologies of interactive communication.
    Finally, starting from the development of quantum knowledge the project “Quantum Creativity” aims to overcome the great naive illusion of classic objectivity , in order to being able us to open up a progress to “Augmented Reality” and/or to other future emerging technologies of future advanced communication. In conclusion, on the basis of brain Quantum Theory (QBT) the arbitrary division between subject and object of human perception, become considered as the naive result of our mechanical thinking. The classical thought in fact reduces brain activity to a passive reproduction of forms, assuming that they are already existing in the external world independently from the observer. So also the sensory response seems to become completely separated from the process of thought which interprets it. This binary division between the world out there and the construction of the world in our heads, it’s really naive, this because it results in a false notion of objectivity that is based on the idea that the universe is composed of individuals who, in quality of observers, can be isolated and independent from the perception of objects built into our head that comes out from a bio-quantum mode of active perception.


    We have seen that the paradigmatic framework of the future of design is indicated by the abbreviation “NBIC- unification”, which is an acronym for: nanotechnology, biotechnology, information technology and cognitive science. Such unification will become a important challenge to enhance a new type of development, useful to create the future of emerging technologies, and also to make new products and manufacturing processes needed to favor a change to the future scenario able to go forward the contemporary crisis. But in all evidence for such purposes it becomes necessary to implement a profound change of mentality, that now we refer as “Quantum Design”. (7) In fact, in the future we will work with new materials within dimensions of space / time that are not macroscopically visible . So that to manipulate such materals and energy fields, become a need to sharpen the scientific imagination and artistic fantasy of new designers.
    This change of mentality , which leads to a significantly abandon of the traditional conception of perception derived from classical science, it is what we propose for the new benchmark for training when we talk about “Quantum Art and Design.” In fact, quantum artists and designers, need to predispose themselves to be well aware of having to do with open and complex systems , no more traditionally manipulated. As a result, they need to identifying in the new culture of the society the quantum knowledge, in order to play a leading role in the cultural and social change. In fact, in the heart of the creative challenge of quantum art and design, the renewal of the ” Consciousness” plays a crucial role in understanding how it has become necessary to see ourselves both as actors and spectators. Consequently, the novel painting and the design innovation , that is designed through a quantum conception, implies to realize that subjectivity and objectivity are in truth consolidated into a set of cognition and perception thar are overall “holistic.”
    Therefore, the protagonists of a design in “quantum creativity” feel themselves as an integral part of the complex system that arises under their own creative action. Referring to this new frame of mind that will be capable of giving development to contemporary creativity, the “Quantum Design” emerges as a union between quantum science and art, that deeply integrate to shape communication to a new generation of innovative processes and products, mainly having the use the new materials of molecular size and of nano-metric dimensions. Finally, even the visual communication of “Quantum Design” will enjoy with new communication systems that have an emerging industry in the future development of Augmented Reality technologies. (AR) . The visual communication in “AR” is a process by which from one side regards the acquisition and transmission of tangible aspects of perceived reality, and by the other concerns the cognitive and emotional and empathetic behaviours of the beholder. Both of these aspects will gradually change just after the extension of the knowledge of Quantum knowledge in the progress of the development of QBT.
    In synthese it will important to underline that the transformation of visual communication and perception, will generate a new cultural -comunication relationship between man and the world, so that the “Quantum Design” will become’ particularly related to the biological nature of environment, thereby dissociating from traditional divorce between “culture and nature” as the latter is also caused by ‘obsolete mechanical reductionism of classical science.


    The mental attitude resulting from the cognitive change of perception developed in the sphere of QBT, today becomes very useful and important in the case of the new design and programming , in the context of the “NBIC technologies” that in a short summary are:

    -Nanotechnology: Technology relating to the handling characteristics of nanoscale materials such as thin films, fine particles, on the basis of graphene and other compounds
    -Bio gene technology: the application of science to improve the efficiency of living organisms, or parts or products of living organisms in their natural forms or genetically modified.
    ITC: communication technologies, applied to computer systems, both hardware and software, including networking and telecommunications, and the developments in the 3th-dimensional “Augmented-Reality”.
    -Technologies based on the development of cognitive science: the study of intelligent systems and robotics with particular reference to smart-behavior as quantum computing.

    The Strategic Framework for European Horizon 2020 poses new research ideas, for collaborative and visionary science useful for the development of radically new technologies. This strategy aims to contribute greatly in achieving a society based on knowledge and innovation in order to broaden participation in creative change necessary to enable long-term recovery from the contemporary crisis. The above it is an area of excellence in its program FET (Future Emerging Technology), which is addressed to the previously discussed priorities’ of the “Quantum Design”, which will be geared to meet the challenges of contemporary development, correlating scientific excellence, industry leadership, and a wide international dissemination of innovation.

    The main topics of trans-disciplinary research and strategic development of “Quantum Design” are:

    a) – Regenerative Design based on environmental change.

    The REGENERATION PROJECT: The term “regenerative” describes processes that restore, renew or revitalize their own sources of energy and materials, as well as the creation of systems that integrate the sustainable development needs of society with the integrity of nature.
    Science, Design and Regeneration Strategies in Regenerative have applications in saving energy and in the change of energy sources in favor of the sustainability of ‘habitat and natural resources (water, fertility’ of the soil, biodiversity ‘, recovery of waste as a resource , etc..)

    These innovative materials and devices that have significant new high-performance properties (flexibility, lightness, resilience ..) that are the starting point of modern design. Many new materials belong to the nano-scale dimensional Molecular among them carbon nanostructures (nanotubes, rolled two-dimensional graphene, bio-polymers and similar materials .Such nanotechnology materials. Products can be incorporated into traditional use of improved performance (eg. tennis rackets, tires, medicines, cosmetics and many others ..)

    This is’ the area of investigation and development of EGOCREANET combining art, design, science and culture with emerging technologies, in a trans-disciplinary creative practice based on the connection between art and science, and social development. That project was made possible by using, in the movement “QARTE” science as a first phase of artistic production, as well as displaying the science for the growth of human capital, or taking “artistic research” as one of the possible methods of integrated development of creativity. The interactions between science, art and design, are the basis of the project proposal on “Quantum Creativity” sponsored by EGOCREANET to implement a program FET-Open 2014-15. (8). This project idea, challenge the research community to advance the European extension of “quantum science” in proposing optimal solutions in order to develop the “Quantum Brain Theory”, in relation to the development of communication technology of Augmented Reality, and also to disseminate the results of an effective technological progress of Horizon FET strategy. Overall this initiative. deals with the fundamentals of trans-disciplinary knowledge, thinking, doing and being. This project prpmoted by EGOCREANET aims to renew the links between the different approaches to study knowledge and innovative knowledge (for example, models and modes of perception and understanding, creativity in art and science and related issues such as , consciousness, responsibility for the smart thinking, the development of disruptive innovation in the construction of social and cultural change. Foregoing will be designed in close convergence of different perspectives (eg, physical, biological, neural, behavioral, social, epistemological, environmental, aesthetic and empathetic ……). Among the basic expectations of the project “Quantum Creativity” will be important to enable the development of new knowledge and international synergies, in order to achieve a deep conceptual change that aims to demonstrate how these new paradigms and concepts, focused on this quantum design, will become more important in order to advance to higher levels of environmental awareness and to improve the harmony and symbiosis with living biological systems for long periods of time.
